(British) The transfer of some powers, and the delegation of some functions, from a central sovereign government to local government; eg. from Westminster to Scottish parliament and Welsh assembly.
(historical, chiefly, political science) A geopolitical term to describe the fragmentation of a region into several small states that are often hostile or non-cooperative with each other.
(informal) Any disintegration process, such as that of the Internet being divided into separate enclaves.
